Monxes are highly intelligent creatures and have developed quite a sophisticated society that's unique in the natural world. It's a kind of hybrid political system (as you might expect from a hybrid species) where the Head of State is a King or Queen but they can, in extreme circumstances, be replaced by a democratic process. The truth is that Monxes are so laid back and gentle that, provided the Royal Head just lets them get on with their lives in their own way and doesn't impose too many contraints, there's rarely if ever any move to replace him or her.
